A Historic Six-Hectare Offshore Urban Expansion into the Mediterranean

LARVOTTO, Monaco — In one of the most remarkable urban engineering and ecological achievements in the history of the Côte d'Azur, Their Serene Highnesses Prince Albert II and Princess Charlene of Monaco, joined by members of the Princely Family and State dignitaries, have officially inaugurated the landmark €2 billion Mareterra eco-district. Extending gracefully into the Mediterranean Sea adjacent to the Grimaldi Forum and Larvotto Beach, the six-hectare land reclamation development expands the sovereign territory of the Principality by 3 percent, setting an unprecedented global benchmark for sustainable maritime construction.

Initiated under the vision of Prince Albert II in 2013 and developed by SAM L'Anse du Portier with construction spearheaded by civil engineering leader Bouygues Travaux Publics, Mareterra resolves Monaco's acute territorial land constraints. The entirely pedestrianized seaside quarter seamlessly harmonizes ultra-luxury residential living, commercial boutique retail, lush public parklands, and advanced marine biodiversity conservation.

Master-Planned by Valode & Pistre and Architectural Icons Renzo Piano and Foster

The master plan of Mareterra was crafted by acclaimed French architectural firm Valode & Pistre, guided by the principle of creating an organic, human-scaled neighborhood that embraces the Mediterranean climate. The district’s standout marine landmark is Le Renzo, a magnificent sculptural residential vessel building designed by Pritzker Architecture Prize-winner Renzo Piano (Renzo Piano Building Workshop). Soaring above the shoreline on floating pilotis to resemble an ocean-going cruise liner, Le Renzo features expansive glazed facades, sun-drenched private terraces, and panoramic sea vistas.

Complementing Le Renzo, the district introduces Les Jardins de l'Eau, a serene ensemble of undulating residential residences designed by Valode & Pistre, alongside an exclusive collection of bespoke waterfront townhouses and ten signature private villas designed by renowned masters including Foster + Partners. The entire residential portfolio was executed using warm limestone, terracotta, structural timber, and energy-efficient low-carbon concrete.

A Lush One-Hectare Public Pine Forest and Vibrant Seaside Marina

Central to Mareterra's public realm is La Pinède (The Pine Forest), a lush, one-hectare public parkland masterfully designed by world-renowned French landscape architect Michel Desvigne. Blanketed by more than 1,000 mature Mediterranean umbrella pines, olive trees, cork oaks, and flowering endemic shrubs, the elevated park offers shaded walking trails, serene reflecting pools, public art installations, and panoramic viewpoints overlooking the sea.

At the water's edge, the development delivers Le Petit Portier, a bespoke 16-berth marina sheltered by a state-of-the-art caisson sea wall. The marina promenade is bordered by gourmet restaurants, artisanal bakeries, upscale cafes, and a continuous 500-meter public coastal walkway that reconnects the Larvotto promenade directly with the Port Hercule waterfront.

Pioneering Ecological Engineering and Carbon-Neutral Maritime Innovation

In accordance with Prince Albert II’s statutory commitment to achieving national carbon neutrality by 2050, Mareterra represents an extraordinary triumph in environmental engineering. Built upon 18 monolithic reinforced concrete caissons placed on an engineered gravel embankment, the underwater perimeter incorporates artificial bio-mimetic coral reefs and specialized fish nurseries that have increased local marine fauna populations by over 30 percent compared to pre-construction baselines.

On land, the district derives 80 percent of its thermal heating and cooling from Monaco's cutting-edge thalassothermal seawater heat pump loop network, paired with over 9,000 square meters of high-efficiency rooftop solar photovoltaic panels and rainwater recovery reservoirs for landscape irrigation. By demonstrating that sophisticated urban density can regenerate coastal ecosystems, Mareterra stands as an enduring beacon of sustainable Mediterranean civilization.
