Minneapolis ICE Agent Charged With Assault After Highway Gun Incident

A federal Immigration and Customs Enforcement (ICE) officer faces felony assault charges after allegedly pointing a firearm at two people during a traffic incident on a Minneapolis highway in early February, local prosecutors announced Thursday.

The warrant issued in Hennepin County alleges that Gregory Donnell Morgan Jr., 35, was driving a rented, unmarked SUV along Minnesota State Highway 62 on February 5 when he drew his weapon and aimed it at the occupants of another vehicle. At the time, Morgan was on duty in the Minneapolis area with a partner, who has not been charged in connection with the incident.

According to charging documents announced by Hennepin County Attorney Mary Moriarty, the encounter began as traffic slowed near Morgan and his partner while they were heading to the federal building to end their shift. The victims' vehicle reportedly moved onto the shoulder to impede the unmarked SUV, unaware that federal agents were inside. After the car returned to the main lane, Morgan pulled alongside it and, according to authorities, pointed his service weapon at those inside and shouted "Police Stop," though the individuals could not hear him because their windows were closed.

Moriarty emphasized that the incident did not occur as part of an enforcement action and described the charges as a first of their kind in the context of heightened federal immigration activity in Minnesota. The federal crackdown had intensified under the Trump administration, sending thousands of officers to cities including Minneapolis between December and February. The Minneapolis operation led to numerous arrests, mass protests, and the deaths of two U.S. citizens, fueling debate over the scope of federal authority and local oversight.

If convicted of second-degree aggravated assault, Morgan faces up to seven years in prison per count, with longer sentences possible if substantial bodily harm is found. As of Thursday, an arrest warrant remains outstanding, and federal authorities have not responded to requests for comment. County officials state that their office is committed to pursuing legal accountability, regardless of federal office or status.
