Paramedics guided officers to Frost, who was lying on the side of the road with injuries consistent with a high-impact collision. During the investigation, a woman approached officials and disclosed that her 26-year-old son, Rolando Cruz, was responsible for the collision. Cruz later admitted involvement in the crash but claimed he was unsure whether he had struck a deer or a person and was unaware that he had dragged the bicycle for hundreds of feet. According to police, he had taken the vehicle to a friend’s house, covered it with a tarp, and contacted his mother.
