City Advances Master Development Agreement for 48.5-Acre 'Midway Rising' Revitalization

SAN DIEGO, California — Marking a historic milestone for housing production in Southern California, Mayor Todd Gloria and the City of San Diego released the finalized real estate and lease agreements for the transformative 'Midway Rising' redevelopment in mid-October 2026. The project will completely reimagine the 48.5-acre municipal Sports Arena property, creating the single largest affordable housing development in California history with 4,250 residential homes, including at least 2,000 deed-restricted affordable units for working families.

In addition to dense transit-oriented housing, the master plan features a state-of-the-art 16,000-seat multi-purpose entertainment arena, vibrant commercial retail plazas, and over 20 acres of contiguous public parks. The agreement heads directly to the City Council’s Land Use and Housing Committee for formal authorization, setting the stage for construction phasing starting in 2027.
