The emergency declaration, transmitted to the San Diego City Council for ratification on October 6, empowers municipal departments to expedite storm channel dredging, clear stormwater culverts, reinforce vulnerable ocean bluffs, and pre-position emergency response equipment across flood-prone areas like the Tijuana River Valley and Mission Valley.
Mayor Gloria stressed that declaring an emergency well ahead of winter rains enables San Diego to swiftly access state and federal disaster prevention resources, shielding residents and small businesses from dangerous flash flooding.
MTS and NCTD Launch PRONTO LIFE Fare Affordability Program for Qualifying Riders
In regional transit operations, the San Diego Metropolitan Transit System (MTS) and the North County Transit District (NCTD) activated the 'PRONTO LIFE' (Low-Income Fare Eligible) program on October 1, 2026.
