PRONTO LIFE Program Shields Low-Income Commuters Amid Regional Fare Restructuring

SAN DIEGO, California — Enacting crucial affordability protections for regional transit riders, the San Diego Metropolitan Transit System (MTS) and the North County Transit District (NCTD) launched the PRONTO Low-Income Fare Eligible (LIFE) program on October 1, 2026. Designed to shield economically vulnerable residents, the program freezes fare rates and provides subsidized monthly passes for qualifiers enrolled in CalFresh, Medi-Cal, and CalWORKs across San Diego County.

The equity initiative accompanied the first systemwide adult fare update adopted by the San Diego Association of Governments (SANDAG) since 2009, adjusting adult monthly regional passes from $72 to $85. Transit officials emphasized that the incremental adjustment is essential to close structural operating deficits, maintain frequency on the Blue, Green, and Orange Trolley lines, and expand nighttime security patrols across high-traffic transit centers including 12th & Imperial and Old Town.

Mayor Todd Gloria Declares Local Emergency to Prepare for Extreme Winter Weather

Addressing climate resiliency, San Diego Mayor Todd Gloria issued a formal Proclamation of Local Emergency on October 2, 2026, empowering municipal departments with accelerated contracting and emergency clearing authorities ahead of an anticipated active El Niño winter storm season. Stormwater crews and heavy equipment mobilized across flood-prone channels in Southcrest, Encanto, and Mission Valley, removing thousands of tons of sediment, vegetation, and debris.

Simultaneously, the administration celebrated major state legislative progress signed in Sacramento streamlining environmental reviews for the transformative Midway Rising revitalization project, which will deliver thousands of affordable homes, a modern sports and entertainment arena, and new public plazas to the historic Midway District.
