Monaco Advances Public Integration of €2 Billion Mareterra Eco-District Marking Historic Six-Hectare Sovereign Territorial Expansion
Historic Six-Hectare Territorial Expansion Reshapes Monaco’s Coastline
MONTE CARLO, Monaco — In the most extraordinary sovereign urban expansion in the modern history of the Principality, His Serene Highness Prince Albert II and the Prince's Government have marked the full civic and architectural integration of the landmark €2 billion Mareterra eco-district (formerly Anse du Portier). Reclaiming six hectares (15 acres) from the Mediterranean Sea, the visionary maritime development has expanded the total sovereign land area of Monaco by three percent, delivering a luxury, eco-responsible neighborhood that embodies Prince Albert II’s resolute environmental commitments.
Engineered without public debt through a dedicated development consortium (SAM L'Anse du Portier alongside Bouygues Travaux Publics), Mareterra was delivered six months ahead of its original construction forecast. Today, the district flourishes as a vibrant, pedestrian-only sanctuary that harmoniously bridges the prestigious Carré d'Or in Monte Carlo with the Larvotto seaside promenade, creating a benchmark for sustainable maritime reclamation worldwide.
Architectural Mastery by Renzo Piano, Valode & Pistre, and Alexandre Giraldi
The urban and architectural fabric of Mareterra represents a collaborative tour de force by world-renowned Pritzker Prize laureate Renzo Piano Building Workshop (RPBW) alongside Parisian masterplanners Valode & Pistre and Monegasque architect Alexandre Giraldi. Rising gracefully above the western seaside edge is Le Renzo, a maritime-inspired residential masterpiece designed by Piano with clean cantilevered terraces that float above the shoreline like an ocean liner.
The neighborhood also encompasses Les Jardins d'Eau—spacious residential residences surrounded by tranquil reflection pools, lush private grounds, and shaded Mediterranean loggias—alongside ten exclusive private seaside villas. Every building is positioned to maximize natural sea breezes, maximize solar orientation, and preserve unobstructed horizon views for residents and visiting pedestrians alike.
Public Civic Assets: Le Petit Portier Marina, Grand Park, and Seaside Promenades
While featuring exclusive residential properties, Mareterra was intentionally masterplanned to enrich the public civic life of Monaco. A central feature is Le Petit Portier, an intimate deep-water marina ringed by pedestrian quays, upscale gourmet restaurants, and cultural retail boutiques. Overlooking the harbor basin, the public concourses feature the shaded Place Princesse Gabriella and the expansive Esplanade et Promenade Prince Jacques, spanning 750 metres of coastline.
At the center of the development lies a lush, one-hectare public botanical park designed by French landscape architect Michel Desvigne. Shaded by over 1,000 mature pine, olive, and cypress trees, the park offers peaceful walking trails, children's play areas, and the state-of-the-art Piscine Princesse Charlène, dedicated to municipal aquatic sports and community swimming education.
World-Leading Marine Ecology and Renewable Energy Grid
Underpinning Mareterra’s luxury design is an unprecedented ecological engineering achievement. The reclamation was built upon 18 giant hollow concrete caissons installed with special artificial reefs and bio-habitats that actively promote fish breeding and Mediterranean Posidonia oceanica seagrass meadows. The development achieved the prestigious BREEAM 'Excellent' and HQE Aménagement sustainability certifications.
Mareterra operates with 100% fossil-fuel-free energy systems. The district features over 9,000 square metres of high-efficiency photovoltaic solar roofs, combined with an advanced closed-loop sea-water geothermal heat pump network (boucle thalassothermique) that draws thermal energy directly from the Mediterranean Sea for radiant heating and cooling. Mareterra proves that sovereign territorial expansion can coexist in perfect equilibrium with marine conservation and net-zero urbanism.
