Prince Albert II Inaugurates Monaco’s Landmark €2 Billion Mareterra Eco-District Offshore Extension
Historic Sovereign Land Reclamation Expands Monaco's Territory by 3 Percent
MONTE CARLO, Monaco — In a momentous historical ceremony marking the completion of one of Europe’s most ambitious civil engineering projects, His Serene Highness Prince Albert II, accompanied by Princess Charlene, Hereditary Prince Jacques, and Princess Gabriella, has officially inaugurated the landmark €2 billion Mareterra eco-district. Extending boldly into the Mediterranean Sea between Portier and Larvotto, the 6-hectare (15-acre) offshore land reclamation permanently expands the sovereign land area of the Principality of Monaco by three percent, bringing its total national territory to 208 hectares.
Constructed over nearly a decade by lead civil infrastructure partner Bouygues Travaux Publics alongside SAM L'Anse du Portier, the monumental development was executed using an innovative protective ring of 18 giant trapezoidal concrete caissons placed on the seabed. The reclaimed marine platform sets unprecedented global standards for luxury coastal living, environmental resilience, and zero-carbon urban architecture.
Architectural Masterpiece by Renzo Piano, Valode & Pistre, and Michel Desvigne
Mareterra’s urban master plan harmoniously integrates contemporary residential pavilions, civic squares, and public leisure spaces designed by world-renowned architects:
- Le Renzo Residential Complex: Pritzker Prize-winner Renzo Piano’s striking, wave-inspired building situated at the district's western edge, floating on pilotis to preserve ocean horizons.
- Les Jardins d’Eau and Townhouse Residences: Exclusive low-rise luxury residences designed by Valode & Pistre, featuring private garden sanctuaries and energy-efficient double facades.
- Expansive 1-Hectare Public Park: Designed by celebrated landscape architect Michel Desvigne, featuring over 1,000 mature pine and olive trees native to the Mediterranean coast.
- Seaside Marina and Commercial Quayside: A boutique 15-berth marina bordered by pedestrian promenades, artisan retail shops, and gourmet dining venues.
Dedication of Royal Public Spaces and Sustainable Marine Infrastructure
During the official royal opening ceremonies, the Princely Family unveiled key civic venues dedicated to the Monegasque community. These include the Piscine Princesse Charlène, a modern public aquatic centre; the open-air Place Princesse Gabriella; and the sweeping Esplanade et Promenade Prince Jacques, which offers uninterrupted coastal pedestrian pathways connecting the Grimaldi Forum directly to Larvotto Beach.
At the technological heart of the eco-district lies a state-of-the-art thalassothermal heating and cooling network. By extracting thermal energy directly from seawater via closed-loop heat exchangers, the subterranean system generates 80 percent of Mareterra’s heating, cooling, and domestic hot water without fossil fuel combustion, complemented by 4,500 square metres of rooftop photovoltaic solar panels.
Pioneering Benchmark for Global Marine Conservation and Decarbonization
From its initial conception, Mareterra prioritized marine biodiversity preservation. Environmental teams safely relocated thousands of square metres of protected Posidonia oceanica seagrass and noble pen shells (*Pinna nobilis*) to designated marine reserves prior to caisson placement. Specially engineered 3D-printed artificial reefs and bio-receptive concrete surfaces were integrated into the submerged breakwater walls, creating flourishing nursery habitats for local marine species.
Adhering strictly to HQE Exceptionnel, BREEAM Excellent, and Port Propre environmental certifications, the entire surface of Mareterra is strictly pedestrian-only, with all vehicular transit and delivery logistics routed safely into underground automated parking infrastructure. The project stands as an enduring symbol of Prince Albert II’s forward-thinking vision for sustainable, high-density coastal urbanism.
