Carried out by the Department of Urban Amenities, the project successfully replaced aging submerged geotextile tubes with three durable, ecologically engineered rockfill riprap reef islands installed beneath the Mediterranean surface.

Engineered with natural boulders, the submarine breakwaters dissipate high-energy wave action during severe winter storm swells, thereby preventing severe coastal sand erosion and safeguarding beachgoers and waterfront promenade establishments. Crucially, the rockfill structures serve as biomimetic artificial reefs, fostering rich biodiversity for local marine fauna, algae, and benthic colonies in the Larvotto marine reserve.

Accelerating Delivery of Larvotto Supérieur Domanial Housing and Data Center

Just uphill from the seaside promenade, major structural construction is advancing on the Larvotto Supérieur development along Boulevard du Larvotto. Designed to maximize Monaco's scarce vertical territory, the contemporary residential building will deliver 35 high-specification state-owned (domanial) apartments exclusively reserved for Monegasque families, alongside nearly 100 underground parking spaces and civic infrastructure.

A crucial technological component of the Larvotto Supérieur complex is the integration of a sovereign, high-security Monaco Telecom data center. The facility will bolster the Principality’s digital sovereignty, ensuring resilient cloud computing storage and mission-critical data hosting for governmental and financial institutions while utilizing advanced seawater cooling systems to minimize energy consumption.

Delivering on H.S.H. Prince Albert II's National Housing Plan

The Larvotto Supérieur complex represents a cornerstone of the sovereign National Housing Plan (Plan National Logement), enacted to guarantee that Monegasque citizens can remain residing within their home country despite extreme global real estate pricing pressures. With major projects such as Bel Air, Grand Ida, and Hector Otto also progressing, the Prince's Government is well on track to fulfill its mandate of having nearly 75% of national households accommodated in state-owned residences by 2030.
