Community of Madrid Reaches 60% Completion on Metro Line 11 Extension and Approves 15-Year Transit Blueprint

Major Tunneling Milestone on Madrid's Diagonal Metro Line

MADRID, Spain — The Regional Government of the Community of Madrid, through the Regional Ministry of Housing, Transport and Infrastructures, has announced that civil construction and tunneling operations on the extension of Metro Line 11 have officially reached the 60 percent completion milestone. The critical infrastructure initiative is creating a new underground diagonal axis linking Plaza Elíptica with Conde de Casal, fundamentally reshaping cross-metropolitan transit journeys for hundreds of thousands of daily commuters.

Once completed, the expanded Line 11 will serve as a high-capacity orbital bypass across central-southern Madrid, directly interconnecting with Metro Lines 1, 3, and 6 (the Circular line), as well as the Cercanías regional commuter rail network at Atocha Renfe. Transit planners anticipate that the route will relieve congestion on the heavily burdened circular line by up to 20 percent while significantly reducing transfer times for passengers traveling between southern residential municipalities and eastern business districts.

Strategic 15-Year Masterplan for Regional Mobility

Simultaneously, the Governing Council of the Community of Madrid has formally approved a €791,000 contract to formulate the comprehensive Strategic Public Transport Infrastructure Plan (2027–2042). The blueprint will assess demographic growth, emerging logistics hubs, and shifting commuter corridors across all 179 municipalities in the region, prioritizing future extensions from La Fortuna toward Poza del Agua in Leganés and subsequent links to Madrid-Barajas Airport.

The new Metro Line 11 stations will feature universal barrier-free accessibility, equipped with high-speed automated elevators, tactile guidance systems, and expanded double-width ticketing barriers. Advanced digital signalling systems will enable semi-automated train operation, ensuring tight 90-second headways during morning and evening rush hours to meet soaring regional travel demand.

Intermodal Upgrades at Conde de Casal

At the eastern terminus of the current extension, work is progressing rapidly on the Conde de Casal multimodal transport interchange. The facility will house subterranean platforms for intercity bus routes serving the A-3 highway corridor alongside direct Metro connections, removing dozens of surface buses from congested urban streets. Regional authorities noted that the project represents Madrid’s ongoing commitment to modernizing sustainable public transit while preparing the Spanish capital's transit backbone for the decades ahead.
