Jury Reaches Split Verdict in Former Boston Officer Enxhi Qirici Case


A jury in Boston, Massachusetts, delivered a split verdict late Tuesday afternoon in a civil trial involving former Boston police officer Enxhi Qirici. Fourteen jurors found that the City of Boston had grounds to terminate her during her probationary period but also concluded that she was subjected to a hostile work environment while serving in the department.

Findings on Termination and Conduct

According to testimony and court documents presented during the weeklong trial, Boston Police opened internal investigations into two incidents involving Enxhi Qirici in 2018. The first occurred in July 2018 at a construction detail, where she argued with a Northeastern University police officer, parked illegally multiple times, and used profanity. The second incident took place about a month later at Logan Airport, where she became emotional during an interaction with Massachusetts State Police troopers.

City attorneys argued that these incidents showed Qirici was unfit for duty and that her dismissal reflected the intended function of the department’s probationary period for new officers.

Hostile Work Environment Verdict

Jurors also agreed with Qirici’s claim that she experienced a hostile work environment within Boston Police. She testified that harassment escalated once colleagues learned she was dating field training officer Eliot Telisnor. According to her testimony, other officers made repeated comments about her sex life and her interracial relationship, speculated about whether she was pregnant, and stared at her body.

In early March 2019, Qirici filed a complaint with the Massachusetts Commission Against Discrimination. She was fired almost three weeks later.

Impact on Enxhi Qirici

Qirici testified that losing her job caused severe emotional distress. After her termination, she struggled financially, worked as a food delivery driver, and experienced depression and anxiety. She later attended law school and now works as an attorney. Telisnor, who remains a Boston police officer, testified that law enforcement had been her long-standing career goal.

The jury’s dual findings recognized both the city’s authority to dismiss probationary officers and the presence of a hostile work environment during Qirici’s employment.
