Jacksonville man arrested in Pulaski County child sexual abuse material case


The Pulaski County Sheriff’s Office has confirmed the arrest of a Jacksonville man accused of crimes related to child sexual abuse material (CSAM) after an in-depth investigation conducted by the Internet Crimes Against Children (ICAC) Task Force.

On Thursday, deputies executed a search warrant at a residence on Ham Court in Jacksonville, where 37-year-old Carl Walker Jr. was taken into custody. The warrant was obtained after investigators received multiple reports from the National Center for Missing & Exploited Children (NCMEC), which alerted authorities to suspicious online activity linked to Walker.

During the course of the investigation, ICAC detectives reviewed information provided through CyberTip reports. CyberTips are generated when online platforms detect or flag potentially exploitative material involving children and then forward that information to NCMEC. In Walker’s case, officials confirmed that eight separate CyberTip reports were connected to accounts later traced back to him. The reports contained references to more than 30 files of CSAM.

When interviewed by law enforcement, Walker admitted that he had been involved in both the uploading and downloading of child sexual abuse material over the past year and a half. Authorities said he acknowledged that the accounts under investigation were his. He also admitted to having uploaded approximately 30 separate files while receiving as many as 300 files from others during that time.

Following his arrest, Walker was transported to the Pulaski County Regional Detention Facility, where he was booked on 20 counts of distribution, possession, or viewing of sexually explicit material involving a child. Booking procedures included documenting the charges, recording personal information, and holding him pending further court proceedings.

In addition to these charges, Walker was also held on a separate warrant for failing to comply with sex offender registry requirements. According to the Sheriff’s Office, Walker had not checked in with the Garland County Sheriff’s Office for registry reporting since 2022. Investigators also determined that after relocating to Jacksonville in 2024, he did not complete the required registration process with the Jacksonville Police Department.

As part of the operation, law enforcement seized multiple electronic devices from Walker’s residence. These items were taken for forensic review, a process that typically involves examining hard drives, storage media, and internet records to recover both visible and deleted files. Officials stated that the results of those examinations may lead to additional charges being filed.

The Pulaski County Sheriff’s Office emphasized that the case remains open while detectives continue to evaluate the evidence. They added that updates will be provided once forensic testing is complete and further determinations are made.
