Government of Ireland Approves €15 Billion Dublin MetroLink Megaproject to Enter Global Procurement and Construction Tendering
Milestone Decision Paves the Way for Ireland's First Subterranean Metro System
DUBLIN, Ireland — In the most consequential infrastructure and civil transit milestone in the history of the Irish State, the Government of Ireland, through the Department of Transport, the National Transport Authority (NTA), and Transport Infrastructure Ireland (TII), has officially approved advancing the landmark €15 billion Dublin MetroLink megaproject into its comprehensive global procurement and tendering stage.
The landmark government decision follows the formal validation and full operational enforceability of the statutory Railway Order (planning permission) granted by planning commission An Coimisiún Pleanála. Clearing years of environmental scrutiny and oral hearings, the project is officially greenlit to invite competitive international consortium bids for the construction of Ireland’s very first high-capacity, automated underground rapid rail transit system.
18.8-Kilometre Automated Corridor Linking Swords, Dublin Airport, and City Centre
Spanning 18.8 kilometres from the northern suburb of Swords down to Charlemont in south-central Dublin, MetroLink is engineered to fundamentally transform transportation across the Greater Dublin Area. The route incorporates 16 state-of-the-art stations, with 12 kilometers running inside deep-bored single-tube subterranean tunnels bored by custom earth-pressure-balance Tunnel Boring Machines (TBMs):
- Estuary & Swords Central: High-capacity park-and-ride facilities serving growing North Dublin residential corridors.
- Dublin Airport (Terminals 1 & 2): Direct, subterranean rail terminal offering world-class transit connectivity for over 30 million annual international air passengers.
- Dublin City University (DCU) & Mater Hospital: Rapid access to Ireland's premier educational campuses and frontline healthcare hospitals.
- O'Connell Street & Tara Street: High-capacity central interchanges linking directly with Irish Rail DART, Commuter trains, and Luas Green and Red tram lines.
- Charlemont: Southern underground terminus providing seamless interchange with the Luas Green Line.
End-to-end travel times from Swords to Dublin City Centre will be slashed to under 25 minutes, while travelers will reach Dublin Airport from O'Connell Street in just 20 minutes, unaffected by surface highway gridlock.
Next-Generation GoA4 Driverless Trains and Automated Platform Screen Doors
MetroLink will operate with cutting-edge Grade of Automation 4 (GoA4) fully unattended, driverless train technology governed by digital Communications-Based Train Control (CBTC) signaling systems. High-frequency automated trains will arrive every 90 seconds to 3 minutes during peak commuting hours, providing a massive carrying capacity of up to 20,000 passengers per hour in each direction.
To guarantee complete passenger safety and operational punctuality, all subterranean station platforms will feature automated, full-height tempered glass Platform Screen Doors (PSDs) that synchronize instantaneously with train doors. The barrier completely prevents track incursions, enhances air conditioning and heating efficiency, and optimizes underground acoustics.
Decarbonizing Transport and Unlocking Generational Housing Growth
Minister for Transport and civic leadership emphasized that MetroLink forms the structural backbone of Ireland’s National Development Plan (NDP) and statutory Climate Action Plan. By diverting over 40 million private vehicle and bus trips off congested road arteries—including the M1, M50, and Swords Road corridors—every year, the zero-emission electric metro will permanently avoid thousands of tonnes of greenhouse gas emissions.
Furthermore, the project directly unlocks zoned brownfield land for the construction of more than 30,000 planned high-density, energy-efficient residential homes across North Dublin. Generating over 8,000 high-skilled civil engineering, electrical, and construction jobs during its peak build phase, Dublin MetroLink represents a generational investment in sustainable prosperity, social equity, and world-class urban mobility for Ireland.
