Generational Transit Equity Breakthrough for Chicago's Far South Side
CHICAGO, Illinois — Marking the most consequential rapid transit expansion in the Windy City in over three decades, the Chicago Transit Authority (CTA) and the City of Chicago have officially commenced heavy civil construction on the transformational $3.6 billion CTA Red Line Extension (RLE) megaproject. Extending the Red Line 5.6 miles south from the historic 95th/Dan Ryan terminal down to 130th Street, the initiative delivers long-overdue mass transit connectivity to economically vital Far South Side communities including Roseland, Pullman, West Pullman, and Altgeld Gardens.
Supported by a landmark $1.973 billion Full Funding Grant Agreement (FFGA) from the Federal Transit Administration (FTA) Capital Investment Grants program—the single largest federal transit infrastructure grant in CTA history—the Red Line Extension remedies half a century of transit disinvestment. Once operational, commuters will save more than 30 minutes on seamless, one-seat rail rides directly into the Chicago Loop, establishing an equitable lifeline to citywide employment centers, medical institutions, and universities.
Four Brand-New, Universally Accessible Multimodal Stations
The core civil engineering delivery includes four modern, fully ADA-accessible passenger rail stations strategically located at 103rd Street, 111th Street, Michigan Avenue (near 116th), and 130th Street (adjacent to Altgeld Gardens). Each facility is designed with high-capacity island boarding platforms, energy-efficient heated passenger canopies, glass-enclosed elevator towers, enclosed bicycle shelters, turnstiles with modern contactless Ventra payment gates, and expansive civic plazas.
The terminus at 130th Street is engineered as a premier regional intermodal transit hub, incorporating a dedicated multi-bay bus terminal connecting Pace suburban and CTA urban bus routes, alongside expansive park-and-ride facilities accommodating thousands of commuter vehicles. At Michigan Avenue, the station serves as an anchor for pedestrian-first transit-oriented commercial revitalization along the historic Roseland retail corridor.
Dedicated Elevated Guideways and Advanced Rail Operations Facility
Executed under a design-build framework with Walsh-VINCI Transit Community Partners, the 5.6-mile alignment will run predominantly along an elevated concrete guideway and structural viaducts adjacent to the Union Pacific Railroad corridor. The grade-separated design completely eliminates vehicle-train conflicts, eliminates grade crossing risks, and minimizes surface disruption across residential street grids.
Near 120th Street, the project features a massive 54-acre modern rail storage yard and heavy maintenance shop capable of housing up to 104 CTA railcars. Designed to LEED environmental certification standards, the maintenance complex will support modern 7000-series railcars, equipped with automated washbays, modern traction power substations, continuous welded rail, and advanced microprocessor-controlled interlocking signal systems.
Spurring Local Economic Revitalization and Community Wealth
Chicago municipal leaders and CTA leadership emphasized that the Red Line Extension is not merely a transportation conduit, but a generational engine for workforce inclusion, localized economic development, and environmental justice. The project incorporates aggressive Disadvantaged Business Enterprise (DBE) participation targets and workforce apprenticeships, generating over 6,000 direct construction jobs.
By diverting an estimated 25,000 daily personal vehicle trips from Interstate 94 (Bishop Ford Freeway) and the Dan Ryan Expressway, the zero-emission electric rail line will substantially curtail localized greenhouse gas emissions and particulate matter, setting a new benchmark for sustainable urban transit across the American Midwest.
