Mayor Bowser Transmits Transformative RFK Campus Master Plan to D.C. Council

WASHINGTON, D.C. — Marking a decisive milestone in the reimagining of the District of Columbia's eastern riverfront, Mayor Muriel Bowser and the D.C. Office of Planning formally transmitted the finalized RFK Campus Master Plan to the Council of the District of Columbia in late September 2026. The landmark document outlines the phased revitalization of the 180-acre federally transferred parcel along the Anacostia River, establishing a vibrant, year-round civic and economic hub.

Central to the master framework is a proposed 65,000-seat multi-purpose stadium designed as the future home of the NFL's Washington Commanders, targeting a 2030 debut. Beyond professional athletics, the stadium complex is engineered to accommodate international soccer fixtures, major outdoor concert tours, and district scholastic championships, generating an estimated $4 billion in municipal tax revenue over three decades.

6,500 Mixed-Income Homes, Waterfront Parks, and 287,000 Sq Ft of Retail

Addressing the capital's housing needs, the master plan allocates parcels for between 5,500 and 6,500 new residential units, with an enforceable municipal mandate requiring at least 30 percent remain permanently affordable. The neighborhood design integrates over 1,200 hotel rooms, 287,000 square feet of neighborhood-serving retail, and dedicated incubator spaces for local minority-owned businesses.

More than 30 percent of the 180-acre campus is permanently reserved for open public space, encompassing modern athletic recreation fields, community youth Sportsplex facilities, and restored ecological wetland trails extending the Anacostia Riverwalk Trail network.

New Gold Line Bus Rapid Transit and Metro Station Modernization

To ensure congestion-free regional access, the master plan introduces the Gold Line Bus Rapid Transit (BRT), running along dedicated transit corridors on H Street and Benning Road NE to link Union Station directly to an on-site RFK transit plaza. In addition, the Washington Metropolitan Area Transit Authority (WMATA) and the District will modernize the Stadium-Armory Metro station entrance and mezzanine while increasing train service on event days.

The D.C. Council convened a high-priority public oversight hearing scheduled for September 30, 2026, positioning the historic redevelopment framework for final adoption before the end of the year.
