Federal Charges Filed Against Three Men Accused of Funding ISIS and Plotting Attacks on U.S. Troops
Three U.S. citizens have been arrested and charged with conspiracy to provide material support to the Islamic State (ISIS), federal officials announced. The suspects, identified as Bisaam Ghafoor , 21, of Leawood, Kansas; Elias Shamsaldeen , 21, of Porterville, California; and Bereen Dzayee , 25, of Lakeside, California, were taken into custody on Friday following a federal criminal complaint filed in the District of Kansas.
Prosecutors allege that between February 2025 and June 2026, the three men used Discord and other messaging platforms to coordinate financial contributions and discuss plans to support ISIS. According to the complaint, the defendants collectively sent more than $2,000 to an individual they believed was an ISIS member. The funds were allegedly intended to purchase drones and rocket-propelled grenades to target U.S. military personnel deployed overseas.
Investigators state the men pledged allegiance to ISIS and discussed traveling abroad to fight. The complaint alleges that Shamsaldeen provided money for drones to attack U.S. troops, while Ghafoor's name was reportedly written on a rocket-propelled grenade projectile intended for an overseas attack. Additionally, Dzayee allegedly suggested targeting U.S. Special Forces, and the defendants allegedly expressed a willingness to die for the organization in their communications.
The investigation was led by FBI Joint Terrorism Task Forces in Kansas City, San Diego, and Sacramento, with assistance from offices in Richmond and Newark. FBI Director Kash Patel stated that the arrests successfully prevented further acts of violence. All three defendants face federal charges of conspiracy to provide material support to a foreign terrorist organization.
