Death at Adelanto ICE Processing Center Sparks Demands for Review from Mexico

A 52-year-old Mexican national died in U.S. Immigration and Customs Enforcement custody at the Adelanto ICE Processing Center in Southern California on March 25, according to federal officials and Mexican authorities. The death of Jose Guadalupe Ramos-Solano marks the fourth fatality at the Adelanto facility since September, fueling mounting concerns over detainee treatment and medical care at the privately-run center.

Ramos-Solano, who lived in the U.S. for nearly three decades before being arrested in Torrance in February, was declared dead at a hospital in Victorville after being found unresponsive by staff, ICE confirmed. The cause of death has not yet been officially determined. ICE stated Ramos-Solano was diagnosed with several chronic health conditions, including diabetes and hypertension, and received daily treatment while in custody.

The Mexican government has demanded an immediate review of the Adelanto facility, citing "serious omissions and evident deficiencies" in medical care. At a Monday news conference, Mexican officials expressed full support for the families of Mexican nationals who have died in ICE custody and announced plans to take legal action as well as file an amicus brief supporting an ongoing federal class-action lawsuit alleging abuse and medical neglect at Adelanto.

According to ICE data, Ramos-Solano's death raised the nationwide total to 14 detainee deaths in the last three months, outpacing recent annual numbers and contributing to what advocates and officials are calling one of the deadliest years on record for ICE custody. Officials from the Department of Homeland Security maintain that overall death rates remain low, noting recent increases in the agency’s detention capacity.

Mexican consular officials stated they are seeking complete medical records and are in contact with Ramos-Solano’s family to provide support. Legal representatives for the family have launched a private investigation into the circumstances surrounding his death. The GEO Group, which operates Adelanto under contract, declined to comment and referred inquiries to ICE. The official cause of death remains under review, and investigations are ongoing.
