Chicago Housing Authority Moves to Strip Board Member Debra Parker of Housing Voucher Amid Fraud Allegations

Chicago Housing Authority board member Debra Parker is facing the termination of her Section 8 housing subsidy after an agency hearing officer upheld findings that she violated the rules of the Housing Choice Voucher program, alleging a pattern of deliberate deception and unreported income.

CHA Board Chair Matthew Brewer formally wrote to Mayor Brandon Johnson this week urging him to consider removing Parker from her commissioner role, citing findings that she underreported household income and members, failed to disclose employment at the Aurora Housing Authority — where she earned $55,000 annually as of late 2024 — and that the agency incurred overpayments of at least $12,000 tied to her voucher. Brewer's letter described a hearing officer's conclusion that Parker demonstrated a pattern of conduct intended to deceive or mislead, constituting deliberate omissions of material facts.

Parker, who has served on the CHA board since her 2018 appointment by former Mayor Rahm Emanuel, denied the allegations and filed suit against the CHA and Brewer in Cook County Circuit Court, seeking an emergency stay on the subsidy revocation and warning she faces eviction and potential homelessness if the subsidy is cut off. The commissioner stated she intends to remain on the board. The legal dispute comes amid separate scrutiny over more than $22 million in CHA contracts awarded to companies linked to Parker's family members and boyfriend, allegations she has consistently denied influencing. Mayor Johnson's office acknowledged the matter is under review but has not yet announced a decision regarding her board membership.
