Dying Man Waited 10 Extra Minutes for Ambulance After First One Diverted for Officer With Anxiety Attack, State Report Reveals
A state investigation into a fatal police shooting in Bridgeport, Connecticut has raised serious questions about the medical response that followed the incident, revealing that a wounded man waited an additional ten minutes for emergency transport after the first ambulance on scene was commandeered for a police officer experiencing a mild anxiety attack.
Dyshan Best, 39, was shot once in the back on March 31 by Officer Yoon Heo during a foot chase that began when police responded to a reported brawl involving approximately 30 people. The state inspector general's report concluded the shooting was legally justified, finding that Best had drawn a 9mm handgun and pointed it toward the pursuing officer during the chase. Best sustained severe internal injuries, with the bullet damaging his liver and right kidney. He died at 7:41 p.m. while undergoing treatment.
The first ambulance arrived at the scene at approximately 6:02 p.m., roughly 14 minutes after the shooting. According to the report, officers on scene pressured the ambulance crew to immediately transport Officer Erin Perrotta, who had participated in the foot chase. Paramedic records indicate the crew was rushed off scene without being given patient information. Perrotta, described by a fellow officer as visibly distressed with blood on her uniform, reportedly declined treatment during transport, telling paramedics she simply needed to leave the scene. She arrived at the hospital approximately 14 minutes before Best.
A second ambulance reached Best at around 6:12 p.m., and he arrived at the hospital at 6:22 p.m. The inspector general's report did not determine whether the delay contributed to his death.
Best's niece, Tatiana Barrett, said the family believes he could have survived had he received immediate transport. Bridgeport police confirmed an internal affairs investigation is underway. Perrotta is currently on administrative leave related to a separate matter. Best, a truck driver, had traveled to Bridgeport to attend a friend's funeral.
