Texas Attorney General Files Lawsuit Over EPIC City Project

Attorney General Ken Paxton has sued the East Plano Islamic Center (EPIC), Community Capital Partners (CCP), and several of their leaders over an alleged illegal development scheme connected to a project known as EPIC City in Hunt and Collin Counties, Texas.

The lawsuit alleges that EPIC and CCP violated Texas securities laws in connection with the purchase and development of more than 400 acres of land in Hunt and Collin Counties. CCP was formed by EPIC as a vehicle for acquiring and developing this property.

Alleged Securities Law Violations

According to the allegations, CCP engaged in fraudulent practices while soliciting funds for the EPIC City development. The lawsuit states that certain promotional materials for the project implied that the development would be unlawfully reserved specifically for Muslims and described EPIC City as the “epicenter of Islam in North America.”

The lawsuit further alleges that, despite prior assurances, the developers diverted a significant amount of investor funds to their own personal benefit. It also asserts that CCP failed to verify the status of more than 10 percent of securities purchasers as “accredited investors,” as required by law.

Investigation and Referral

In March 2025, Attorney General Paxton announced his ongoing investigation into the EPIC City project. Following that announcement, he requested a referral from the Texas State Securities Board (TSSB) in October after uncovering what he described as blatant violations of federal and state securities laws and regulations.

After receiving a referral from the TSSB, Attorney General Paxton proceeded to file suit to stop EPIC City from continuing what the lawsuit characterizes as an illegal development scheme. The legal action seeks to prevent further pursuit of the project under the challenged practices and to bar those responsible from engaging in similar operations in the future.

Stated Objectives of the Lawsuit

Attorney General Paxton has stated that the purpose of the lawsuit is to halt the EPIC City land project and to ensure that those involved in the alleged fraudulent conduct are prevented from creating similar projects. The lawsuit focuses on enforcement of Texas securities laws in relation to the fundraising, investor verification, and promotional representations associated with the EPIC City development in Hunt and Collin Counties.
