Austin Woman Charged After Newborn Found Abandoned in Dumpster


Newborn rescued and recovering after North Austin incident

Austin, Texas, United States — Police have arrested 22-year-old Neli Dinora Rivera Felipe after her newborn was found abandoned in a dumpster in North Austin over the weekend. The infant, discovered on Saturday, September 20, 2025, around 1:37 p.m., was rescued after local residents reported hearing cries at 8600 N. Lamar Boulevard. Authorities said the newborn was found with the umbilical cord still attached and was immediately transported to a local hospital.

Charges and Arrest

Rivera Felipe was charged with abandoning or endangering a child with imminent danger, a second-degree felony. She was booked into Travis County Jail, where her bond was set at $50,000, and she was prohibited from contacting the infant. The Austin Police Department’s Child Abuse Unit identified Rivera Felipe as the suspect using surveillance video and community assistance. Officials confirmed that no other suspects have been identified at this stage of the investigation.

Condition of Infant and Protective Measures

The newborn is currently recovering under the care of the Department of Family and Protective Services. Authorities emphasized the importance of community vigilance, urging residents to report any situations where children may be in danger.

Safe Haven Law Reminder

Austin authorities reminded the public of Texas’s Safe Haven Law, also known as the Baby Moses Law, which allows parents to surrender infants younger than 60 days at designated locations, such as hospitals and fire stations, without risk of prosecution. Officials said this law provides a safe alternative to abandoning newborns.

Police indicated that additional charges may be filed as the investigation into Rivera Felipe’s actions continues.
