District Man and Woman Plead Guilty in Southeast D.C. Carjacking


Two residents of the District of Columbia, Brian Allison, 56, and Angel Hall, 25, pleaded guilty in U.S. District Court on charges of armed carjacking and aiding and abetting. The sentencing for both defendants is scheduled for January 12, 2026, before Judge Tanya S. Chutkan.

The violent carjacking occurred on February 1, 2024, around 11 p.m. in Southeast Washington, D.C., United States. According to court documents, the pair followed a woman into a restaurant on the 4500 block of Benny Road, SE. Allison approached the victim as she walked to her vehicle, brandishing the butt of a pistol while Hall acted as a lookout. Allison demanded the victim’s keys, phone, wallet, and debit card PIN.

Carjacking and Theft Details

When Allison failed to open the trunk to force the victim inside, he ordered her into the front passenger seat. Hall got into the rear passenger seat, while Allison drove the vehicle. The defendants drove to a grocery store on the 4900 block of Marlboro Pike in Capitol Heights, Maryland, where Allison used the victim’s debit card to withdraw $500 and purchased food.

Return to D.C. and Escape

After returning to the District of Columbia, Allison parked on the 5700 block of Southern Avenue SE, wiped down the victim’s keys and steering wheel, and returned her phone, keys, and wallet. Allison and Hall then fled on foot toward Central Avenue, SE. The victim subsequently reported the incident to the 6th District Station house.

Investigation and Prosecution

The Metropolitan Police Department and the FBI Washington Field Office investigated the case. The U.S. Attorney’s Office prosecuted the defendants, led by Assistant U.S. Attorneys David W. Lawrence, James B. Nelson, and Emory V. Cole.
