Construction Timeline Set for 2027

Plans to overhaul New York Penn Station are moving forward with a firm schedule in place. U.S. Transportation Secretary Sean P. Duffy, alongside Special Advisor Andy Byford, confirmed that construction for the long-awaited “Transformation” project is set to begin by the end of 2027.

To accelerate this ambitious timeline, nearly $43 million in federal grant funding has been dedicated to support the early stages of development.

From Crumbling Infrastructure to a Modern Landmark

Penn Station has long been criticized for outdated facilities, congested corridors, and an unwelcoming environment for travelers. The vision for the project is to replace the current state of disrepair with a world-class transit hub that is modern, safe, and inviting.

Secretary Duffy emphasized the urgency of delivering a space that reflects the vitality of New York City, promising a cleaner, brighter, and more accessible station.

A Partnership to Drive Change

Special Advisor Andy Byford highlighted the importance of collaboration in making the project a success. Amtrak and the Department of Transportation remain firmly committed to meeting the construction start date and carrying forward the vision of a transformed Penn Station.

As part of the process, Byford will begin work to solicit a master developer, an essential partner in the public-private model driving the redevelopment. This process is expected to formally begin by October 2025, with a selection finalized by May 2026.

Key Shifts in Project Leadership

Earlier this year, the Department of Transportation and Amtrak took direct control of the redevelopment, stepping in after previous efforts failed to deliver results. With Amtrak owning the station, the move ensures that responsibility rests with the entity most capable of seeing the project through.

In May, Andy Byford was appointed as Special Advisor to the Amtrak Board of Directors, charged with leading the redevelopment efforts and ensuring timely execution.

The newly announced $43 million grant will fund project development, early permitting, and preliminary engineering, laying the groundwork for the large-scale construction to come. It will also support the process of selecting the master developer who will guide the station’s full transformation.
