City Council Ratifies Transformative $316 Million Capital Plan for El Paso Airport

EL PASO, Texas — Solidifying the borderland's position as a premier international logistics and aviation corridor, the El Paso City Council voted unanimously in October 2026 to adopt a generational $316 million Capital Improvement Plan (CIP) for the El Paso International Airport (EPIA). The multi-year infrastructure program is financed through a strategic combination of $131 million in Federal Aviation Administration (FAA) grants, $100 million in airport enterprise revenues, and $27 million in state and federal environmental awards.

The capital plan allocates $160 million directly toward airfield safety and efficiency, funding extensive runway and taxiway reconstructions, high-load aircraft apron overhauls, and upgraded navigational guidance lighting engineered to accommodate expanded commercial and cargo air traffic.

Terminal Modernizations Deliver $77 Million in Passenger Experience Enhancements

A central pillar of the airport blueprint includes a $77 million investment in passenger terminal modernizations. Airport directors confirmed phased construction packages for modernized concourses, energy-efficient LED lighting installations, expanded accessibility features for travelers with disabilities, and renovated passenger amenities designed to handle rising international passenger volumes.

Concurrently, airport sustainability engineers advanced designs for solar-canopy parking shade structures and zero-emission ground service vehicle charging stations, significantly cutting operational greenhouse gas emissions.

250-Acre Advanced Manufacturing District Catalyzes Cross-Border Commerce

Positioning El Paso as a hub for next-generation industrial technology, the plan reserves $78 million for non-aeronautical commercial development, anchored by the development of a 250-acre Advanced Manufacturing District adjacent to airport runways. The industrial park will host advanced aerospace manufacturing, international logistics assembly facilities, and specialized customs freight operations.

Municipal and regional business leaders commended the City Council's decisive approval, noting that uniting modern aviation infrastructure with industrial job growth solidifies economic prosperity for the entire West Texas borderland region.
