Mayor David Holt Advances Regional Commuter Rail Vision Connecting Norman and Edmond

OKLAHOMA CITY, Oklahoma — Confronting long-term metropolitan growth and highway congestion across Central Oklahoma, Oklahoma City Mayor David Holt delivered a compelling civic call to action in October 2026, advocating for a regional sales tax to establish passenger commuter rail. Working in close collaboration with the Regional Transportation Authority of Central Oklahoma (RTA) / ONE Transit, the initiative envisions utilizing existing freight rail corridors to deliver rapid passenger rail linking Oklahoma City with Norman and Edmond.

Mayor Holt emphasized that the metropolitan area has reached practical limits for expanding highway lane capacity, making dedicated passenger rail an indispensable investment to ensure sustainable economic expansion, reduce traffic fatalities, and connect major research universities with downtown employment centers.
