City Council and DART Cement Interlocal Agreement for Station-Area Housing

In public transit and land-use alignment, the Dallas City Council ratified a landmark interlocal agreement with Dallas Area Rapid Transit (DART) to catalyze Transit-Oriented Development (TOD) across transit station corridors. The framework allows the city and DART to deploy public finance mechanisms—such as Tax Increment Reinvestment Zones (TIRZ)—to construct mixed-income housing, pedestrian plazas, and ground-floor retail directly adjacent to DART light rail stations in Southern Dallas, Deep Ellum, and the Medical District.
