San Antonio International Airport Advances $2.5B Terminal C and Concourse Construction

SAN ANTONIO, Texas — Transforming aviation capacity across South Texas, the City of San Antonio Aviation Department reported extensive structural progress in October 2026 on the $2.5 billion ELEVATE/SAT strategic expansion at San Antonio International Airport (SAT). Heavy civil crews advanced foundation drilling and vertical steel framing for the brand-new 850,000-square-foot Terminal C, scheduled to debut in 2028 with 18 international-capable gates.

Concurrently, contractors accelerated construction on a 2,700-space parking facility and Consolidated Ground Transportation Center. Airport officials noted that active roadway and curbside realignment phases at Terminal B arrivals and departures are operating smoothly, with comprehensive digital wayfinding and airport staff assisting travelers as San Antonio prepares for surging domestic and international air travel.

VIA Rapid Green Line Pours Concrete for Dedicated Center-Running Transit Guideways

In metropolitan surface transit, VIA Metropolitan Transit achieved significant civil engineering milestones along the 10.35-mile VIA Rapid Green Line corridor. Heavy construction crews poured high-strength concrete for dedicated center-running rapid bus transit lanes along San Pedro Avenue, keeping the Advanced Rapid Transit (ART) project firmly on track for an early 2028 operational debut.

When completed, the Green Line will feature 26 architecturally distinct stations with off-board ticketing kiosks, level-floor boarding, and intelligent traffic signal preemption. The rapid transit line will connect the airport directly through downtown San Antonio to the historic South Side Missions, slashing north-south travel times by more than 25 percent.

City Council Implements $4.4B Budget Backing Infrastructure and SHIP Housing

At San Antonio City Hall, Mayor Gina Ortiz Jones and the City Council enacted the city's balanced $4.4 billion municipal budget, dedicating substantial capital toward street resurfacing, stormwater drainage, and public safety. At the same time, the city reported reaching 41 percent of its 10-year Strategic Housing Implementation Plan (SHIP) target, preserving and building thousands of affordable rental homes across Bexar County.
