Heavy Civil Excavation Underway Beneath Melbourne's Eastern Suburbs

MELBOURNE, Victoria — In the largest public transit infrastructure commitment in Victorian history, the Suburban Rail Loop Authority (SRLA) and the Victorian Government have reached major civil milestones across the delivery corridor for Suburban Rail Loop (SRL) East. Spanning 26 kilometres of twin subterranean tunnels between Cheltenham and Box Hill, the multibillion-dollar megaproject is actively excavating deep station boxes and launch portals designed to forge Melbourne's first orbital rail transit spine.

Tunnel boring machines (TBMs) operated by the Suburban Connect joint venture (comprising CPB Contractors, Ghella, and Acciona Construction) and the Terra Verde consortium (led by Webuild) are boring deep through complex geological formations south and north of Glen Waverley. The project will dismantle Melbourne's historically radial transport bottleneck by linking middle-ring suburban employment, educational, and healthcare hubs directly without requiring transfers through the crowded central business district.

Linewide Systems Contract and Driverless Fleet Operations

Technical delivery reached a landmark milestone with the execution of the comprehensive Linewide Works Package awarded to the TransitLinX Alliance, comprising John Holland, KBR, WSP, RATP Dev, and global rail giant Alstom. The agreement encompasses the design, supply, and 15-year maintenance of a brand-new fleet of fully automated, driverless passenger trainsets manufactured by Alstom.

Governed by Grade of Automation 4 (GoA4) Communications-Based Train Control (CBTC) signaling, the trains will operate at high turn-up-and-go frequencies, featuring continuous walkthrough cabins, real-time digital route maps, regenerative braking power capture, and full step-free accessibility. Construction is also proceeding at the primary train stabling and maintenance facility in Heatherton, engineered to handle fleet commissioning and remote diagnostic monitoring.

Six World-Class Underground Station Precincts Reshaping Communities

SRL East introduces six architecturally striking underground stations: Cheltenham, Clayton, Monash, Glen Waverley, Burwood, and Box Hill. Deep cavern excavations at Monash and Burwood are bringing direct heavy rail transit to world-renowned academic campuses—Monash University and Deakin University—for the first time in their histories.

At Clayton, the new interchange station will connect SRL East directly to suburban lines and regional Gippsland passenger services, transforming the precinct into a primary health and research gateway centered around Monash Medical Centre. Each station features full-height glass platform screen doors, automated climate control, and expansive civic plazas integrated with active pedestrian and cycle paths.

Anchoring Victoria's Long-Term Urban Growth Strategy

Victorian transport ministers and infrastructure leaders highlighted that SRL East is essential to supporting Melbourne's projected population growth over the coming decades. By reducing cross-suburban commuting times by up to an hour and removing more than 600,000 car trips from congested arterials every day upon full completion, Suburban Rail Loop East is building the resilient, low-carbon transit backbone envisioned in the state’s 30-year infrastructure roadmap.
