The comprehensive fiscal blueprint, taking effect on October 1, eliminates a projected $158 million biennial budget deficit through $90 million in operational expenditure reductions, $34.8 million in strategic revenue adjustments, and disciplined fiscal realignment.

To safeguard core public safety operations, the council approved a modest property tax adjustment to 56.288 cents per $100 of valuation. The adopted budget fully protects municipal police officer recruitment classes, expands emergency paramedic staffing, and maintains scheduled street resurfacing schedules across Bexar County neighborhoods.

$37.7 Million Dedicated to Strategic Housing Implementation Plan (SHIP)

Despite municipal austerity measures, council members significantly increased funding for municipal housing equity, allocating $37.7 million toward the Strategic Housing Implementation Plan (SHIP)—an increase over the $31.4 million deployed in FY 2026.
