Two Teens Charged with Murder of Penn State Student in Philadelphia

Two 16-year-old boys, Kaiseem Smith and Azzubair Outen-Fleming, have been charged in connection with the murder of a 22-year-old Penn State student in South Philadelphia on June 6. The Philadelphia District Attorney's Office announced the charges, with Smith being charged on Sunday and Outen-Fleming the following day.

The U.S. Marshals Service's Eastern Pennsylvania Violent Crime Fugitive Task Force is leading the investigation and has offered a $5,000 reward for information leading to the arrest of each suspect. Officials have warned that both juveniles should be considered armed and dangerous.

Smith, who is from Wilmington, Delaware, is described as 4 feet 10 inches tall and weighing approximately 110 pounds. He is known to frequent the area of 27th and Reed streets in Philadelphia. Outen-Fleming, also known as 'Zubair,' is 5 feet 6 inches tall and weighs around 145 pounds, with his last known location being the 3400 block of Germantown Avenue.
