UGI Utilities Faces $2.6 Million Penalty Bid After Fatal West Reading Explosion
On Wednesday (March 19, 2026), Pennsylvania regulators asked an administrative law judge to impose $2.6 million in civil penalties on UGI Utilities over safety failures linked to the West Reading factory explosion that killed seven people in March 2023. The state's Public Utility Commission filed a formal complaint alleging the utility's gas distribution system serving the R.M. Palmer Company violated state and federal standards.
The commission says the blast destroyed a factory building and a nearby apartment structure and caused about $42 million in property damage. Ten people were injured, four seriously. Investigators traced the ignition to a plastic service component in the street; gas migrated underground into the plant and ignited. The National Transportation Safety Board found the facility lacked natural gas emergency procedures, and workers reported smelling gas before the fire.
The regulator is seeking expanded deployment of remote methane detectors, more frequent inspection of older plastic fittings and strengthened emergency response protocols. UGI Utilities called the event a heartbreaking tragedy, expressed sympathy for victims and the West Reading community, and said it is committed to safe, reliable service. The company urged anyone who smells gas to evacuate at least 360 feet (110 meters) and to call 911 or 800-276-2722. Survivor Patricia Borges described being pulled from rubble after falling into a vat of liquid chocolate and suffering multiple injuries during the rescue effort.
