A Franklin County grand jury has indicted five individuals for their alleged involvement in a criminal organization linked to human trafficking and narcotics distribution in West Columbus. The investigation was launched by the Central Ohio Human Trafficking Task Force in January 2025, following tips received by law enforcement. According to court documents, the criminal activities associated with the group began in November 2024, with Justin Davis identified as the leader of the organization. The group’s operations were concentrated on the west side of Columbus and involved both human trafficking and drug trafficking networks.

Justin Davis, 40 – indicted on 25 felony counts, including engaging in a pattern of corrupt activity, trafficking in persons, promoting and compelling prostitution, trafficking and possession of drugs, tampering with evidence, money laundering, receiving proceeds subject to forfeiture, and possession of weapons under disability.
Cieara Tesso, 28 – indicted on 15 felony counts, including engaging in a pattern of corrupt activity, promoting prostitution, drug trafficking and possession, money laundering, tampering with evidence, and possession of weapons under disability.
Jeffery Willis, 69 – indicted on eight felony counts, including engaging in a pattern of corrupt activity, promoting prostitution, trafficking and possession of drugs, money laundering, permitting drug abuse, and receiving proceeds subject to forfeiture.
Renika Crowley, 42 – indicted on nine felony counts, including engaging in a pattern of corrupt activity, drug trafficking and possession, money laundering, tampering with evidence, and receiving proceeds subject to forfeiture.
Roselind Fout, 40 – indicted on seven felony counts, including engaging in a pattern of corrupt activity, drug trafficking and possession, and money laundering.
Current Custody Status
At present, Justin Davis and Jeffery Willis are in custody. Authorities continue their search for Cieara Tesso, Renika Crowley, and Roselind Fout, who remain at large. Law enforcement officials have emphasized the ongoing nature of the investigation as they work to apprehend the remaining suspects and fully dismantle the criminal network.
